Hello! My name is Lillian Kawasaki and I'm running for re-election to the Water Replenishment District of Southern California, Director of Division 3.

As your director of WRD I have:

  • Promoted new and affordable local sources of water
  • Restructured the budget to ensure greater accountability, transparency, and spending reductions
  • Worked to secure grants and other funds to reduce costs to customers
  • Expanded water conservation programs to create water–related career training and local job opportunities

With your continued support, I will be your voice on the WRD to get it back on track.

Lillian's Bio:

Lillian Kawasaki was elected to the Water Replenishment District of Southern California (WRD) Board of Directors in November 2006. She represents Division Three, which includes the cities of Long Beach, Artesia, Cerritos, Hawaiian Gardens, La Mirada, Lakewood, Signal Hill and portions of unincorporated areas of Whittier. WRD, a special district, manages the groundwater resources to ensure a safe and reliable source of water for nearly 4 million people in 43 cities. Groundwater provides 40% of the local water supply.

Lillian has 40 years of water-related experience and expertise including Long Beach Water Commission, Los Angeles Department of Water and Power, Bay Delta Public Advisory Committee, California Groundwater Coalition, Carpe Diem: Western Water and Climate Change Project, and California Sustainability Alliance.
Lillian has more than 35 years of dedicated public service: as an elected official, agency manager, scientific researcher and educator, with more than 20 years in executive management and administration. Lillian has strong leadership and management skills in financial management, strategic planning, policy development, and legislative affairs.

Lillian retired from the City of Los Angeles in 2008. During her 30- year career, she served as the Assistant General Manager of Environmental Affairs for the Los Angeles Department of Water and Power (LADWP). She was also the General Manager of the Los Angeles Community Development Department (CDD), managing 500 employees and over $300 million annually in public grant funds to promote economic/community revitalization, neighborhood improvements, and workforce development.

From 1990- 2000, Lillian was the first General Manager of Los Angeles City Environmental Affairs Department. She became the first Asian American woman to become a General Manager for the City of Los Angeles.

Active in community service, Lillian is the co-chair of Friends of Manzanar, a National Historic Site, where Japanese-Americans were interned during World War II. She is a Board member of the Asian American Education Institute and founding member of Association of Women in Water, Energy and Environment. She served for nearly 10 years on the California State University LA Foundation Board of Directors.

Lillian holds a Bachelor of Science in Zoology and Master of Science in Biology from California State University, Los Angeles. Lillian is a resident of Long Beach.
